Two numbers, two orders
The YouTube Partner Program needs 1,000 subscribers and 4,000 valid public watch hours in the last 365 days. They're delivered differently:

A sensible order plan
- Day 1: order watch hours, split across two to four of your longest public videos — one order per video.
- Day 3–5: order subscribers on a refill-backed option.
- During delivery: keep uploading. Reviewers look at recent videos.
- When Earn shows both lines crossed: apply. Review usually takes about a month.
When this is a bad idea
If your channel is at 150 subscribers and 400 hours, buying the full 1,000 + 4,000 means almost everything a reviewer sees is purchased. That's the most common profile of rejected channels, and even if approved, a channel without real viewers earns very little from ads.
